Thanks for the disturbing insights. I'm convinced that Plan Colombia doesn't work-- and it may be (I have no idea) that relative inaction by the US would be the best policy towards Colombia (it might reduce the number of internal and external refugees, e.g., even if cocaine production increases a great deal-- a trade I'd take).

But a hands-off policy, inaction, can't be the right plan for Afghanistan, can it? is there anything the US and NATO could do in order to prevent the Taliban from assuming de facto control of the entire country, and giving Al Qaeda unchallenged shelter, again? that didn't seem to work out well the first time.
