Such an important topic. I have been studing this topic, but your phrase "glacial pace" is so very appropos. You are right, climate change will not wait for us to decide on a strategy. We need to move now. We know what needs to be done. Now, how to move into the implementation stage? Africa (and South America)have such potential in carbon caputuring, it is frustrating to see the opportunity wasted.
